The use and regulation of credit ratings in the European Union
The round-table “The use and regulation of credit ratings in the European Union” was jointly organized by Rating-Agentur Expert RA and the Association of professional participants of the insurance market of Uzbekistan in Tashkent on the 6th of November 2018. The purpose of the round-table was to familiarize participants of the insurance sector of the Republic of Uzbekistan with the current features of the regulation of credit ratings and credit rating agencies in the European Union, as well as with the ways of using such credit ratings. Also, within the framework of the event, the methodological approaches of Rating-Agentur Expert RA GmbH to assess the reliability of insurance companies and the current credit risk assessment of Uzbekistan were introduced.
The round-table was attended by the representatives of more than 15 Uzbek insurance companies, representative of ICC Austria International Chamber of Commerce, as well as representatives of the Association of professional participants of the insurance market of Uzbekistan.
The event was opened by the welcoming speeches from the Senior Manager of the Association of professional participants of the insurance market of Uzbekistan Ziyautdin Arifkhanov, as well as the President of the International Group of Rating Agencies RAEX Dmitry Grishankov.
Representative of Rating-Agentur Expert RA GmbH Vladimir Gorchakov made a detailed presentation on the use and regulation of credit ratings in the European Union. In particular, he spoke about the key steps towards reforming the rating industry in the EU, the current industry regulatory framework and specifics of using credit ratings in regulated and unregulated areas. At the end of the presentation, the current methodology of assigning reliability ratings to insurance companies as well as the Agency's assessment of the key risks of the Republic of Uzbekistan were introduced.
Executive Director of Austria International Chamber of Commerce and Industry, Maximilian Burger-Scheidlin, shared with the participants of the round table his vision of the institutional risks for foreign investors working on emerging markets, in particular - in the Central Asia countries; as well as he shared his experience in mitigating these risks.
A small discussion about the use of credit ratings, as well as about the banking and insurance sector risks of Uzbekistan, took place at the end of the event.
