RAEX-Europe and the Association of Belarusian Banks have organized the round-table "The use and regulation of credit ratings in the European Union" in Minsk on the 11th of July 2018.
The use and regulation of credit ratings in the European Union
The round-table “The use and regulation of credit ratings in the European Union” was jointly organized by Rating-Agentur Expert RA GmbH and the Association of Belarusian Banks in Minsk on the 11th of July 2018. The purpose of the round-table was to familiarize the participants of the banking sector of the Republic of Belarus with the current features of the regulation of credit ratings and credit rating agencies in the European Union, as well as with the ways of using such credit ratings. Also, within the framework of the event, the methodological approaches of Rating-Agentur Expert RA GmbH to assess creditworthiness of banks and the current credit risk assessment of the Republic of Belarus were introduced.
The round-table was attended by representatives of more than 15 Belarusian banks and the German bank Commerzbank AG, as well as representatives of the Belarusian Association of Insurers and the insurance company IPJSC Ingosstrakh.
The event was opened by the welcoming speeches from the Chairman of the Association of Belarusian Banks Alexander Kupchinsky, as well as the President of the International Group of Rating Agencies RAEX Dmitry Grishankov.
Representative of Rating-Agentur Expert RA GmbH Vladimir Gorchakov made a detailed presentation on the use and regulation of credit ratings in the European Union. In particular, he spoke about the key steps towards reforming the rating industry in the EU, the current industry regulatory framework and specifics of using credit ratings in regulated and unregulated areas. At the end of the presentation, the current methodology of assigning credit ratings to banks as well as the Agency's assessment of the key risks of the Republic of Belarus were introduced.
Chief specialist of the Department of Investment Operations Development of the National Bank of the Republic of Belarus, Nadezhda Varenko, spoke in detail about creating and developing a system for assigning and using ratings on the national rating scale in the Republic of Belarus.
Representative of the European banking community, the Head of the Representative office of Commerzbank AG in the Republic of Belarus, Hovsep Voskanyan, shared with the participants of the round-table the experience of using credit ratings by German banks for the assessment of counterparty risks. His colleagues from the Belarusian banking community also spoke about their experience of using credit ratings in their activities.
At the end of the event, the General Director of IPJSC Ingosstrakh, Alexander Khomyakov, shared the positive experience of his organization in acquiring a reliability rating in international scale from Rating-Agentur Expert RA GmbH.
